The overall objective of the project "The development of safety services by strengthening communication and cooperation capacity between the local government and police authorities"- SCAPE, nr. LLI-269 is to improve public safety by improving skills for national security services and local government employees by using modern technology in their daily work. Project goal is to promote communication and cooperation between police and local governments in Lithuanian-Latvian border, also to increase the security and popularity of the region.

During the project dealing with territories civil security issues new solutions will be applied.:
1. New type of Cross-border training, using the best specialists and experts from both countries will review the existing civil security challenges from aside to strengthen staff competencies of institutions responsible for civil security through sharing the trouble and risk management experience and creation of new interpersonal contacts (relations). Sample training topics: common trainings to work with modern inventory, practical interactive training of prevention of bicycles and other types of vehicle thefts, strengthening staff competencies in the field of EU legal, strengthening of police supporters Institute's competencies.    
2. Civil security strengthening through material base improvement - modernization of communication and surveillance tools; vehicle fleet renewal, environmentally friendly means; upgrading detention tools, media modernization.
3. Organization of common cross-border activity - testing and demonstrating competencies and tools gained during the trainings, common pilot patrolling using acquired modern tools, participation in joint events.
